Locating the residence may not be so easy, we're assuming they have a residence. Locating where they are now may only lead us to the last known location.
We don't have to assume. We can answer yes/no questions with dowsing.
"Does subject A have a primary residence?" Either they do or they don't. If they don't, there is no point in trying to dowse its location, unless you know that you aren't very good at answering yes/no questions with dowsing.
You have to learn your own limitations and abilities and work to improve them, because, in the end, the only consciousness that matters during a dowsing session is the dowser's.
